Ebio and Kevin Mitchell would know.. >_> I think there are a few threads about it on the main TWG boards if you take a while and sift through the frequently asked questions board. From what I know, unlock Ankle Lock and Multi-German Suplex asap. People say to have your block super high too. Those are two things I remember hearing a couple times, unlock the major tech moves as soon as you can and have lots of block.

It's actually better to be on the defensive side. Go with Block first getting 35 Block and 40 Mastery by level 40 Tech stat, getting Vertabreaker and Sharpshooter in the process. And it's up to you if you wanna go for Belly to Back Suplex along with MGS via 38 Power Grappling or go Ankle Lock with 40 Ruthless Grasp and then Twist of Fate and Full Nelson investing on 32 Escape Submissions.
By the time you should have some deadly main moves, it's up to you if you want to invest on Technique and invest 40 points on each sub-stat unlocking every Tech move. The magic number for this is 61-65, I'm not quite sure.
Just remember to have at least 700 HP, 300 Stamina, around 15 Initiative and 20 Adrenaline gain and you're ready to go.

Basicly what Ebio says, i'm still pondering putting mastery up to 45, not sure yet but def need block high cause techs are great but they cant take hits well, I get owned alot when I get hit by finishers (ask Ritter lol). So high block and get it higher with AT's.
The way I decided to do my tech was by reading the forums (theres lots bout techs) then just decided what sounded good to me. On the forums Shine and Flayer give the best advice bout techsand go over it in lots of the forums.
